2025 Southampton UFSD Budget Vote & Board of Education Election

The Annual Budget Vote and Election will be held on Tuesday, May 20, 2025, from 10:00 am - 9:00 pm in the Southampton Intermediate School Music Room, 70 Leland Lane, Southampton.

  1. To adopt the annual budget of the Southampton Union Free School District for the fiscal year 2025-2026 in the amount of $82,236,406 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.
     
  2. To elect two (2) members of the Board of Education for four-year terms commencing July 1, 2025, and expiring on June 30, 2029, to succeed Cara Conklin-Wingfield and Jacqueline Robinson, whose terms expire on June 30, 2025.

  3.  Shall the Board of Education of the Southampton Union Free School District be authorized to expend a sum not to exceed $860,000 from the District’s existing capital reserve fund known as the “Southampton Property Acquisition and Facility Construction Capital Reserve Fund” (established by voter approval on May 19, 2009) for Phase 2 renovations to the property located at 300 and 310 Hampton Road, Southampton, New York, to include the following alterations, repairs, and/or reconstruction of the school facilities: (1) replacement of two HVAC RTUs; (2) installation of a Building Management System for Heating and Cooling; and (3) installation of new drainage around exterior of the building. All of the foregoing shall include the necessary materials, apparatus, equipment, site work, and any ancillary or related work required in connection therewith, and funds for these projects shall be drawn exclusively from the “Southampton Property Acquisition and Facility Construction Capital Reserve Fund.”?
     
  4. Shall the Board of Education of the Southampton Union Free School District be authorized, commencing with the 2025-2026 school year, to expend a sum not to exceed $5,000,000.00 from “The 2017 Ten Year Capital Reserve Fund” (established by voter approval on May 16, 2017), for alterations, repairs and/or reconstruction of the school facilities as follows: (1) parking lot resurfacing & crack repair at the Southampton High School, Intermediate School, Elementary School and District Office; (2) renovations to the multi-stall bathrooms adjacent to the cafeteria at the Southampton Elementary School; (3) renovations to the Southampton Elementary School kitchen; (4) refurbishing of the Southampton Intermediate School gym floor; (5) purchase and installation of 2 door roll-in freezer and single door roll-in refrigerator in the Southampton Elementary School; (6) installation of digital scoreboard and sound system in Southampton High School gymnasium; (7) District Office elevator renovation; (8) Southampton High School 1st Floor air conditioning installation; (9) Installation of District Office sign; (10) Southampton Elementary School Kindergarten bathroom floor structural repair; and (11) athletic softball fence netting protection system replacement. All of the foregoing shall include the necessary materials, apparatus, equipment, site work, and any ancillary or related work required in connection therewith, and funds for these projects shall be drawn exclusively from the “2017 Ten Year Capital Reserve Fund.”?
     
  5. Shall the Board of Education of the Southampton Union Free School District be authorized to appropriate and expend an amount not to exceed $400,000 from the “Capital Reserve for Technology Fund,” established by voter approval on May 17, 2021, for the purchase and/or replacement of (i) Smart Panels and (ii) LCD Panels for instructional spaces; (iii) workstations, servers, and printers for Districtwide use; (iv) iPads and Chromebooks to support the District’s 1:1 technology plan; and (v) audio equipment including sound systems for the press box. Such expenditures shall be fully funded from the Capital Reserve for Technology Equipment Fund, and shall not result in any additional tax levy for the 2025-2026 school year?
     
  6. Shall the Board of Education of the Southampton Union Free School District be authorized to appropriate and expend an amount not to exceed five hundred thousand dollars ($500,000) from the funds currently available in the Southampton Bus Fleet Replacement Capital Reserve Fund, established by voters on May 19, 2009, to replace one (1) 66-passenger bus with two (2) 24-passenger buses and to purchase one (1) Activity (coach-like) bus?
     
  7. Shall the Board of Education of the Southampton Union Free School District, pursuant to Section 3651 of the Education Law, be authorized to establish a capital reserve fund, to be known as the “2025 Southampton Bus Fleet Replacement Capital Reserve Fund,” for a probable term of ten (10) years, in an amount not to exceed five million dollars ($5,000,000), to be funded in an amount not to exceed one million dollars ($1,000,000) in any given year during the term, with such funds to be obtained from end-of-year budget surplus funds and/or budget appropriations?
     
  8. RESOLVED, that the Board of Education be authorized to contract with the Southampton African American Museum in the amount of $125,000 for the 2025-2026 school year of the School District and the necessary tax be levied therefore.
     
  9. RESOLVED, that the Board of Education be authorized to contract with the Parrish Art Museum in the amount of $454,920 for the 2025-2026 school year of the School District and the necessary tax be levied therefore.
     
  10. RESOLVED, that the Board of Education be authorized to contract with the Southampton History Museum in the amount of $290,000 for the 2025-2026 school year of the School District and the necessary tax be levied therefore.
     
  11. RESOLVED, that the Board of Education be authorized to contract with the Southampton Youth Association in the amount of $460,000 for the 2025-2026 school year for the youth of the School District and the necessary tax be levied therefore.

A Public Hearing of the qualified voters of the Southampton Union Free School District, Town of Southampton, Suffolk County, New York, will be held in the Southampton Intermediate School Library, 70 Leland Lane, Southampton, NY on May 6, 2025, at 6:30 p.m., prevailing time, for the transaction of business as authorized by the Education Law, including the following items: 

  1. To present to the voters a detailed statement of the amount of money which will be required for the 2025-2026 fiscal year.
     
  2. To discuss all the items hereinafter set forth to be voted upon at the Budget Vote and Election to be held on Tuesday, May 20, 2025.
     
  3. To transact such other business as may properly come before the meeting pursuant to Education Law of the State of New York and acts amendatory thereto.

Petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk at her office at 300 Hampton Road, Southampton, New York, 11968, not later than April 21, 2025, 5:00 p.m., prevailing time. Each petition shall be directed to the Clerk of the District by mail (70 Leland Lane, Southampton, NY 11968), email (clerk@southamptonshools.org) or fax (631-287-2870); must be signed by no less than 25 qualified voters of the district and must state the name and residence of the candidate. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated. Please contact the District Clerk at 631-591-4521 for more information.

Application for an Early Voter Ballot: 

  • Can be received no earlier than April 21, 2025
  • Can be received no later than May 13, 2025, if the early voter ballot is to be mailed to the voter
  • Can be received no later than May 19, 2025, if the early voter ballot is to be delivered personally to the voter

Early Voter Ballots must be received by the District Clerk not later than Monday, May 19, 2025, if delivered personally OR no later than 5:00 p.m. on Tuesday, May 20, 2025, if delivered by mail. All ballots must be returned in the provided envelope with the attestation on the envelope signed by the qualified voter.

Application for an Absentee Ballot:

  • Can be received no earlier than April 21, 2025
  • Can be received no later than May 13, 2025, if the absentee ballot is to be mailed to the voter
  • Can be received no later than May 19, 2025, if the absentee ballot is to be delivered personally to the voter

Absentee Ballots must be received by the District Clerk not later than Monday, May 19, 2025, if delivered personally OR no later than 5:00 p.m. on Tuesday, May 20, 2025, if delivered by mail. All ballots must be returned in the provided envelope with the attestation on the envelope signed by the qualified voter.

The Board of Registration will meet for the purpose of registering qualified voters of the District on Wednesday, May 7, 2025, from 1:00 p.m. to 5:00 p.m. at the District Office, 300 Hampton Road, Southampton, NY. Qualified voters can also use the New York State Department of Motor Vehicles Electronic Voter Registration Application to register to vote or to update the information they have on file with the New York State Board of Elections. Information regarding that can be located at: New York DMV | Register to Vote Online - Electronic Voter Registration Application. The District does not have control over the Department of Motor Vehicles Registration Application process or its registration timelines. Therefore, qualified voters who intend to register through the Department of Motor Vehicles should do so as soon as possible.

Military voters who are not currently registered may apply to register as qualified voters of the school district. An application for registration as a military voter can be requested by contacting the District Clerk at 631-591-4521 or clerk@southamptonschools.org; the application for registration must be received in the office of the clerk no later than 5:00 pm on May 6, 2025. In the request for an application for registration, the military voter is permitted to designate his/her preference for receiving the application for registration by mail, facsimile transmission or electronic mail.

Military voters who are qualified voters of the district may submit an application for a military ballot by contacting the District Clerk at 631-591-4521 or clerk@southamptonschools.org; in order to receive a military ballot, the military ballot application must be received no later than 5:00 pm on April 24, 2025, which is the day preceding the last day for transmission of military ballots. In the request for an application for a military ballot, the military voter is permitted to designate his/her preference for receiving the application for a military ballot, and the military ballot, by mail, facsimile transmission or electronic mail. All qualified military voters’ ballot application and military ballot must be returned by mail or in person. Ballots for military voters shall be distributed to qualified military voters no later than April 24, 2025. Military ballots must be received (1) by the District Clerk not later than 5:00 p.m. on Tuesday, May 20, 2025, and must show a cancellation mark of the United States postal service or a foreign country’s postal service, or must show a dated endorsement of receipt by another agency of the United States Government; or (2) not later than 5:00 pm on Tuesday, May 20, 2025, and be signed and dated by the military voter and one witness, with a date ascertained to be not later than the day before the election.

La votación y elección del presupuesto anual se llevará a cabo el día martes 20 de mayo de 2025, de 10:00 am a 9:00 pm, en el salón de música de la Escuela Intermedia de Southampton, 70 Leland Lane, Southampton.

  1. Adoptar el presupuesto anual del Distrito Escolar para el año fiscal 2025-2026 por un monto de $82,236,406 y autorizar que la porción requerida del mismo se recaude mediante impuestos sobre la propiedad sujeta a impuestos del Distrito.
     
  2. Elegir (2) miembros de la Junta de Educación por un período de cuatro años que comenzará el 1 de julio de 2025 y finalizará el 30 de junio de 2029.

  3. ¿Se debe autorizar a la Junta de Educación del Distrito Escolar Libre de Southampton Union a gastar una suma que no exceda los $860,000 del fondo de reserva de capital existente del Distrito conocido como “Fondo de Reserva de Capital para Adquisición de Propiedades y Construcción de Instalaciones de Southampton” (establecido por aprobación de los votantes el 19 de mayo de 2009) para las renovaciones de la Fase 2 de la propiedad ubicada en 300 y 310 Hampton Road, Southampton, Nueva York? Esto incluye alteraciones, reparaciones y/o reconstrucción de las instalaciones escolares, entre otras renovaciones.? Nota: La aprobación de esta propuesta no impactará el impuesto fiscal para 2025-2026.
     
  4. ¿Se debe autorizar a la Junta de Educación del Distrito Escolar Libre de Southampton Union, a partir del año escolar 2025-2026, a gastar una suma que no exceda los $5,000,000.00 del “Fondo de Reserva de Capital de Diez Años 2017” (establecido por aprobación de los votantes el 16 de mayo de 2017), para modificaciones, reparaciones y/o reconstrucción de las instalaciones escolares? Esto incluye la repavimentación de estacionamientos, renovaciones de baños y otras mejoras en distintas escuelas.? Nota: La aprobación de esta propuesta no impactará el impuesto fiscal para 2025-2026.
     
  5. ¿Debe autorizarse a la Junta de Educación del Distrito Escolar Libre de Southampton Union a asignar y gastar una cantidad que no exceda los $400,000 del “Fondo de Reserva de Capital para Tecnología”, establecido mediante la aprobación de los votantes el 17 de mayo de 2021, para la compra y/o reemplazo de tecnología educativa? Nota: La aprobación de esta propuesta no impactará el impuesto fiscal para 2025-2026.
     
  6. ¿Debe autorizarse a la Junta de Educación del Distrito Escolar Libre de Southampton Union a apropiarse y gastar una cantidad que no exceda quinientos mil dólares ($500,000) del “Fondo de Reserva de Capital para Reemplazo de Flotas de Autobuses de Southampton” para reemplazar autobuses? Nota: La aprobación de esta propuesta no impactará el impuesto fiscal para 2025-2026.
     
  7. ¿Debe autorizarse a la Junta de Educación del Distrito Escolar Libre de Southampton Union, de conformidad con la Sección 3651 de la Ley de Educación, a establecer un fondo de reserva de capital, que se conocerá como “Fondo de Reserva de Capital para el Reemplazo de la Flota de Autobuses de Southampton 2025”, por un período probable de diez (10) años? Nota: La aprobación de esta propuesta no impactará el impuesto fiscal para 2025-2026.
     
  8. SE RESUELVE, que se autorice a la Junta de Educación a contratar con el Museo Afroamericano de Southampton por la cantidad de $125,000 para el año escolar 2025-2026 del Distrito Escolar y se imponga el impuesto necesario en consecuencia.
     
  9. SE RESUELVE, que se autorice a la Junta de Educación a contratar con el Museo de Arte Parrish por la cantidad de $454,920 para el año escolar 2025-2026 del Distrito Escolar y se imponga el impuesto necesario en consecuencia.
     
  10. SE RESUELVE, que se autorice a la Junta de Educación a contratar con el Museo de Historia de Southampton por la cantidad de $290,000 para el año escolar 2025-2026 del Distrito Escolar y se imponga el impuesto necesario en consecuencia.
     
  11. SE RESUELVE, que se autorice a la Junta de Educación a contratar con la Asociación Juvenil de Southampton por la cantidad de $460,000 para el año escolar 2025-2026 para los jóvenes del Distrito Escolar y se imponga el impuesto necesario en consecuencia.

Se llevará a cabo una audiencia pública de los votantes calificados del Distrito Escolar de Southampton, Ciudad de Southampton, Condado de Suffolk, Nueva York, en la bibiloteca de la Escuela Intermedia de Southampton, 70 Leland Lane, Southampton, NY, el 6 de mayo de 2025, a las 6:30 p.m., hora actual, para la transacción de negocios autorizada por la Ley de Educación, incluyendo los siguientes artículos:

Las posiciones vacantes en la Junta de Educación no se consideran cargos separados; los candidatos ejercen sus funciones en conjunto. Las peticiones de nominación no deben describir ninguna vacante específica en la Junta para la cual se nomina al candidato.   • No se puede recibir antes del 21 de abril de 2025

  • Se puede recibir a más tardar el 19 de mayo de 2025, si la boleta de voto en ausencia debe entregarse personalmente al votante.

Las boletas de voto en ausencia deben ser recibidas por la Secretaria del Distrito a más tardar el lunes 19 de mayo de 2025, si va a ser entregada personalmente O a más tardar a las 5:00 p.m. del martes 20 de mayo de 2025, si va a ser entregada por correo. Todas las boletas deben devolverse en el sobre proporcionado con la certificación firmada por el votante calificado.

La Junta de Registro se reunirá con el propósito de registrar a los votantes calificados del Distrito, el día miércoles 7 de mayo de 2025, de 1:00 pm a 5:00 pm en la Oficina del Distrito ubicada en 300 Hampton Road, Southampton, NY. Los votantes calificados también pueden usar la solicitud electrónica de registro de votantes del Departamento de Motores y Vehículos del Estado de Nueva York para registrarse o para actualizar la información que tienen en los archivos de la Junta Electoral del Estado de Nueva York.
