Budget Vote and Board of Education Election 2025

The Annual Budget Vote and Election will be held on Tuesday, May 20, 2025, from 10:00 am - 9:00 pm in the Southampton Intermediate School Music Room, 70 Leland Lane, Southampton.

  1. To adopt the annual budget of the Southampton Union Free School District for the fiscal year 2025-2026 in the amount of $82,236,406 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.
     
  2. To elect two (2) members of the Board of Education for four-year terms commencing July 1, 2025, and expiring on June 30, 2029, to succeed Cara Conklin-Wingfield and Jacqueline Robinson, whose terms expire on June 30, 2025.
     
  3.  Shall the Board of Education of the Southampton Union Free School District be authorized to expend a sum not to exceed $860,000 from the District’s existing capital reserve fund known as the “Southampton Property Acquisition and Facility Construction Capital Reserve Fund” (established by voter approval on May 19, 2009) for Phase 2 renovations to the property located at 300 and 310 Hampton Road, Southampton, New York, to include the following alterations, repairs, and/or reconstruction of the school facilities: (1) replacement of two HVAC RTUs; (2) installation of a Building Management System for Heating and Cooling; and (3) installation of new drainage around exterior of the building. All of the foregoing shall include the necessary materials, apparatus, equipment, site work, and any ancillary or related work required in connection therewith, and funds for these projects shall be drawn exclusively from the “Southampton Property Acquisition and Facility Construction Capital Reserve Fund.”
     
  4. Shall the Board of Education of the Southampton Union Free School District be authorized, commencing with the 2025-2026 school year, to expend a sum not to exceed $5,000,000.00 from “The 2017 Ten Year Capital Reserve Fund” (established by voter approval on May 16, 2017), for alterations, repairs and/or reconstruction of the school facilities as follows: (1) parking lot resurfacing & crack repair at the Southampton High School, Intermediate School, Elementary School and District Office; (2) renovations to the multi-stall bathrooms adjacent to the cafeteria at the Southampton Elementary School; (3) renovations to the Southampton Elementary School kitchen; (4) refurbishing of the Southampton Intermediate School gym floor; (5) purchase and installation of 2 door roll-in freezer and single door roll-in refrigerator in the Southampton Elementary School; (6) installation of digital scoreboard and sound system in Southampton High School gymnasium; (7) District Office elevator renovation; (8) Southampton High School 1st Floor air conditioning installation; (9) Installation of District Office sign; (10) Southampton Elementary School Kindergarten bathroom floor structural repair; and (11) athletic softball fence netting protection system replacement. All of the foregoing shall include the necessary materials, apparatus, equipment, site work, and any ancillary or related work required in connection therewith, and funds for these projects shall be drawn exclusively from the “2017 Ten Year Capital Reserve Fund.”
     
  5. Shall the Board of Education of the Southampton Union Free School District be authorized to appropriate and expend an amount not to exceed $400,000 from the “Capital Reserve for Technology Fund,” established by voter approval on May 20, 2025, for the purchase and/or replacement of (i) Smart Panels and (ii) LCD Panels for instructional spaces; (iii) workstations, servers, and printers for Districtwide use; (iv) iPads and Chromebooks to support the District’s 1:1 technology plan; and (v) audio equipment including sound systems for the press box. Such expenditures shall be fully funded from the Capital Reserve for Technology Equipment Fund, and shall not result in any additional tax levy for the 2025-2026 school year.
     
  6. Shall the Board of Education of the Southampton Union Free School District be authorized to appropriate and expend an amount not to exceed five hundred thousand dollars ($500,000) from the funds currently available in the Southampton Bus Fleet Replacement Capital Reserve Fund, established by voters on May 19, 2009, to replace one (1) 66-passenger bus with two (2) 24-passenger buses and to purchase one (1) Activity (coach-like) bus?
     
  7. Shall the Board of Education of the Southampton Union Free School District, pursuant to Section 3651 of the Education Law, be authorized to establish a capital reserve fund, to be known as the “2025 Southampton Bus Fleet Replacement Capital Reserve Fund,” for a probable term of ten (10) years, in an amount not to exceed five million dollars ($5,000,000), to be funded in an amount not to exceed one million dollars ($1,000,000) in any given year during the term, with such funds to be obtained from end-of-year budget surplus funds and/or budget appropriations?
     
  8. RESOLVED, that the Board of Education be authorized to contract with the Southampton African American Museum in the amount of $125,000 for the 2025-2026 school year of the School District and the necessary tax be levied therefore.
     
  9. RESOLVED, that the Board of Education be authorized to contract with the Parrish Art Museum in the amount of $454,920 for the 2025-2026 school year of the School District and the necessary tax be levied therefore.
     
  10. RESOLVED, that the Board of Education be authorized to contract with the Southampton History Museum in the amount of $290,000 for the 2025-2026 school year of the School District and the necessary tax be levied therefore.
     
  11. RESOLVED, that the Board of Education be authorized to contract with the Southampton Youth Association in the amount of $460,000 for the 2025-2026 school year for the youth of the School District and the necessary tax be levied therefore.

A Public Hearing of the qualified voters of the Southampton Union Free School District, Town of Southampton, Suffolk County, New York, will be held in the Southampton Intermediate School Library, 70 Leland Lane, Southampton, NY on May 6, 2025, at 6:30 p.m., prevailing time, for the transaction of business as authorized by the Education Law, including the following items: 

  1. To present to the voters a detailed statement of the amount of money which will be required for the 2025-2026 fiscal year.
     
  2. To discuss all the items hereinafter set forth to be voted upon at the Budget Vote and Election to be held on Tuesday, May 20, 2025.
     
  3. To transact such other business as may properly come before the meeting pursuant to Education Law of the State of New York and acts amendatory thereto.

Petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk at her office at 300 Hampton Road, Southampton, New York, 11968, not later than April 21, 2025, 5:00 p.m., prevailing time. Each petition shall be directed to the Clerk of the District by mail (70 Leland Lane, Southampton, NY 11968), email (clerk@southamptonshools.org) or fax (631-287-2870); must be signed by no less than 25 qualified voters of the district and must state the name and residence of the candidate. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated. Please contact the District Clerk at 631-591-4521 for more information.

Application for an Early Voter Ballot: 

  • Can be received no earlier than April 21, 2025
  • Can be received no later than May 13, 2025, if the early voter ballot is to be mailed to the voter
  • Can be received no later than May 19, 2025, if the early voter ballot is to be delivered personally to the voter

Early Voter Ballots must be received by the District Clerk not later than Monday, May 19, 2025, if delivered personally OR no later than 5:00 p.m. on Tuesday, May 20, 2025, if delivered by mail. All ballots must be returned in the provided envelope with the attestation on the envelope signed by the qualified voter.

Application for an Absentee Ballot:

  • Can be received no earlier than April 21, 2025
  • Can be received no later than May 13, 2025, if the absentee ballot is to be mailed to the voter
  • Can be received no later than May 19, 2025, if the absentee ballot is to be delivered personally to the voter

Absentee Ballots must be received by the District Clerk not later than Monday, May 19, 2025, if delivered personally OR no later than 5:00 p.m. on Tuesday, May 20, 2025, if delivered by mail. All ballots must be returned in the provided envelope with the attestation on the envelope signed by the qualified voter.

The Board of Registration will meet for the purpose of registering qualified voters of the District on Wednesday, May 7, 2025, from 1:00 p.m. to 5:00 p.m. at the District Office, 300 Hampton Road, Southampton, NY. Qualified voters can also use the New York State Department of Motor Vehicles Electronic Voter Registration Application to register to vote or to update the information they have on file with the New York State Board of Elections. Information regarding that can be located at: New York DMV | Register to Vote Online - Electronic Voter Registration Application. The District does not have control over the Department of Motor Vehicles Registration Application process or its registration timelines. Therefore, qualified voters who intend to register through the Department of Motor Vehicles should do so as soon as possible.

Military voters who are not currently registered may apply to register as qualified voters of the school district. An application for registration as a military voter can be requested by contacting the District Clerk at 631-591-4521 or clerk@southamptonschools.org; the application for registration must be received in the office of the clerk no later than 5:00 pm on May 6, 2025. In the request for an application for registration, the military voter is permitted to designate his/her preference for receiving the application for registration by mail, facsimile transmission or electronic mail.

Military voters who are qualified voters of the district may submit an application for a military ballot by contacting the District Clerk at 631-591-4521 or clerk@southamptonschools.org; in order to receive a military ballot, the military ballot application must be received no later than 5:00 pm on April 24, 2025, which is the day preceding the last day for transmission of military ballots. In the request for an application for a military ballot, the military voter is permitted to designate his/her preference for receiving the application for a military ballot, and the military ballot, by mail, facsimile transmission or electronic mail. All qualified military voters’ ballot application and military ballot must be returned by mail or in person. Ballots for military voters shall be distributed to qualified military voters no later than April 24, 2025. Military ballots must be received (1) by the District Clerk not later than 5:00 p.m. on Tuesday, May 20, 2025, and must show a cancellation mark of the United States postal service or a foreign country’s postal service, or must show a dated endorsement of receipt by another agency of the United States Government; or (2) not later than 5:00 pm on Tuesday, May 20, 2025, and be signed and dated by the military voter and one witness, with a date ascertained to be not later than the day before the election.
